Our presentation shares key findings from the new report ‘Public Libraries for Social Connection’, which highlights how libraries are critical to building individual and community wellbeing. Social connection is a vital determinant of health – on par with physical and mental wellbeing – and public libraries are uniquely positioned to address the growing crisis of loneliness and social isolation.
We’ll showcase how libraries across Victoria are actively fostering connection through inclusive spaces, trusted programs, and collaborative partnerships. We’ll also walk participants through practical tools and frameworks from the report, designed to help all libraries – regardless of size or location – strengthen their role in social connection.
This session is both an evidence-based advocacy piece and a hands-on guide for action, supporting the library sector to scale its impact in addressing one of the most pressing public health and social challenges of our time.

Presenter Bio
Carmen Eastman is Manager, Library Sector at State Library Victoria, where she leads a team responsible for strategic engagement with libraries across Victoria and key national and international partners. With more than 16 years’ experience in the library, education, and government sectors, Carmen brings deep expertise in stakeholder engagement, strategic planning, and program delivery. Her work supports the Public Libraries Victoria (PLV)-SLV statewide collaboration, fosters innovation across the sector, and raises the visibility of libraries as drivers of community outcomes. Carmen represents SLV on key national bodies, including the NSLA Public Libraries Network and is passionate about sector capability-building and translating best practice into scalable programs.
