Strengthening Connections: Creating and Implementing the Library’s Regional, Rural and Remote Framework at Flinders University

Presentation Description:
Flinders University Library’s Regional, Rural and Remote (RRR) Framework was developed to address the persistent challenge of ensuring equitable access to library resources and services for regional, rural and remote communities. Developed in concert with the broader institutional regional, rural and remote strategy, it outlines a bold and inclusive vision for library engagement with RRR communities.
The framework was created to address the persistent inequities faced by RRR students, teaching academics, and researchers—particularly in accessing library resources, participating in scholarly communication, and engaging with research infrastructure. It reimagines the library’s role not just as a service provider, but as a connector of people, knowledge, and culture across diverse geographies.
The framework sets out three strategic goals:
- Equitable Access to Resources – ensuring seamless access to digital collections and delivery services for print resources
- Transforming Engagement – supporting research capability development, promoting open access publishing, and tailoring services to meet the specific needs of RRR cohorts
- Future-Proofing Library Spaces – creating flexible, virtual, and demand-driven environments including ‘pop-up’ libraries and online hubs where physical infrastructure is limited
The framework is guided by principles of cultural respect, genuine engagement, equity, community responsiveness, and collaboration. It acknowledges the cultural connections and kinship ties of Aboriginal and Torres Strait Islander communities and commits to culturally safe practices through partnerships with Indigenous Elders and local stakeholders.
Implementation of the Framework has already begun, with initiatives such as:
- Online library instruction and drop-in sessions tailored for RRR students and academics.
- Outreach programs to local staff embedded in RRR communities.
- Support for Indigenous researchers and students, including culturally responsive publishing guidance
- Acknowledging RRR achievements through library channels to increase visibility and recognition within the Flinders community.
Looking ahead, the framework will continue to evolve in response to community feedback and institutional priorities. It positions the library as a transformative force – one that not only delivers resources but also fosters belonging, supports research excellence, and amplifies the voices of RRR scholars.
This presentation will share insights from the framework’s development and early implementation, offering a model for how academic libraries can align with institutional strategy to drive meaningful engagement with regional, rural and remote communities.

Presenter Bio
Gillian Yeend (she/her) is Library Coordinator, Education Engagement at Flinders University, where she leads and coordinates library support for learning and teaching across the University. Her work focuses on enhancing the student learning experience and ensuring all students, regardless of location, have equitable access to relevant resources to support their learning. Gillian leads the Library’s strategic priority for implementing Flinders University Library’s Regional, Rural and Remote (RRR) Framework, translating strategy into practical, inclusive services. An experienced presenter, she has shared at local and national forums including THETA (The Higher Education Technology Agenda) and VALA – Libraries, Technology and the Future. She has previously held roles at the University of South Australia supporting fully online and discipline‑based learning across a range of academic areas.
